LSPD EMP...... - Wellington_uk - 30.05.2009

I am running a west coast rp server and would like to give the cops the ability to EMP (stop) un-rp drivers or use it for rp purposes. I have searched and had no luck, is such a thing available? or even doable? many thanks in advance for any help-advice.
