Question 1: No.

Question 2: No.

Not entirly sure but I have a fair idea.

There are not to many "free" ways besides from geting a mate or sombody to host it for you. A way that works is Hamachi, its a thing that lets you host games such as GTA ect. But Hamachi requires your mates and people who want to join your server to have Hamachi them selfs. You can get more infomation about Hamachi at http://en.wikipedia.org/wiki/Hamachi. Hamachi is free and safe so theres nothing to worry about. If you think you want Hamachi you can download it at https://secure.logmein.com/products/hamachi/list.asp. It supports Windows 2000, XP, Server 2003, and Vista computers.

Enjoy, if you get any problems feel free to PM me.

You could run a server in a webhost, except that i doubt their ports will be open for sa-mp, and they would probably suspend your account
