I think it means Stationary like can't move

im assuming because of AddStaticVehicle

static is restricted to the file where static is in and new isnt.

Read the manual, it's all in there and while you are there you can learn about the other types.

It will be somewhere like "data types" and if you have trouble understanding it then quote the bit which you don't get and we can explain it further for you.
