Someone get everything on my server and use a command that give money to all servers. How can I get that command to only receive money from a player?

So, get someone on the server, and then give an order, we ban all of which are online. I really do not understand why: | He does not have admin, only account gets. I admin all successful 1338 and I baneze. What can I do to be able to give only in order that stupid?
