Im thinking of making a script where a admin can type for example "/flood #" and what happens is the water slowly rises to a set depth by the number specified by the flood command. Im not 100% sure but is there any commands to change the water height for multiplayer? or is that something that can only be done in single player?

that bites, would be pretty amusing to see people panicking because the water is rising, thanks Silent for letting me know.
