just like what crazybobs goes. changes the gamemode without closed connections. except, automaticly after a timer. (it almost looks like they use /gmx but changes the gamemode at the same time)
- and no I don't know where to find one

uhm... in your server.cfg
gamemode0 monster 1 lvrc 2 LOLBACONGAMEMODE 3

or just use rcon changemode amx_name
