[FS] Spectate System (Edit from adminspec)

Hello community
Some people see the adminspec file in their filterscripts directory but want it for all players!
So ive done that for you, nothing special it works fine, just click compile and add to your
filterscripts line.

Some more few things about it:
- Ive removed the spec vehicle command, because its kind of useless!
- Command changed to /spec [playerid] and /specoff

It's already posted in pastebin, so you can just go there and grab it instead.

And about the script, you only changed one command and removed another?? I couldn't even call this 'edit', since adminspec is just the same.

hoho, normaly the rcon admin only can do spec. Now very player can do this.
I know it was not diffucult (it was TOO easy) but some ppl cant so i did

Those are warnings and not errors you may run youre gamemode without errors
