The thread clearly states the fix "Remove the mods".
SA-MP does not support mods and using them can cause unstable game issues.
And by redownload it I assume you mean reinstall from your legit game disks that you purchased

Erm, you need to BUY san andreas. (Torrents make your penis smaller so don't use them)
Clean install san andreas
Install SA:MP
WIN!
Do NOT install the smakkie mod.
