How to add/remove cars in my server and when i restart to spawn them there where i want ?
And How can i change the Spawn Point in PEN1 LV ? ]

Simply go in-game and get the vehicle you want.
Hop in the car and go to where you want to add the car, and type /save
Go to your GTA:SA Directory and open "savedpositions.txt" and there will be an AddStaticVehicle line. Cops that line into your gamemode or another filterscript.
DONE!
