My server ping is always only 15-16 and sometimes it is 0 but it back again normal very fast. Is that normal?

the thing with ping is - lower is better So if your ping is lower than his, be happy about it!

That's cause your running your own server on local host, ping depends on distance and your bandwidth.

No I'm not, I'm from the United States, my server is hosted in finland.
