samp announce don't run - Marcus2 - 02.03.2009

hi
i started the server.exe and the and it load successful.
then i wanted to start announce.exe, but this don't run. i open it and then it comes nothing
and how can i start and play samp later?
please help, i am a newbe in samp

why you want start accounce.exe ? its started with the server if you have "announce 1" in server.cfg

The basic translation of them last 2 posts means:
If you have
in your server.cfg then annouce.exe is auto started when you run samp-server.exe

but how can i start samp if i start the server, it comes only a window with black background
