No, Kye clearly explained he isnt developing GTA IV-MP.
I'm pretty sure Azer and a few other beta testers are working on it tho.

Basic Gta 4 Multiplayer is very bad! We can`t make a good server like rpg or deathmatch like in sa-mp! Wish you will make 4mp!
