CPU Usage 100% Whenever my bro run GTA - Spilot - 02.03.2009

Hi,
As the topic says. whenever my bro try to run GTA as Single Player or Multilayer the CPU Usage directly goes 100% and I noticed too that every game he run CPU Usage goes to 100%...It happened recently...the normal CPU Usage when running GTA was about 8%~12% but at the current moment it directly reach 100%.

I've already formatted his PC, scanned his PC, and Disk De fragmented his PC...and no good -.-'

The game every in a while get stuck for about 50 seconds (FPS goes to 0) then goes normal and so on. Its quite annoying to have something similar like that .

Isn't it good when game uses 100% CPU, that means it isn't wasting resources it could use to increase fps??

I have got a quad core, and when I'm playing GTA, the first cpu gets to 100% but I dont have any problems..

Yeah. and sorry for not mentioning that every in a while the game stuck (FPS = 0) for like 50 seconds then goes back to 80~90...then after about 2 mins...FPS goes to 0.

Have anyone here had a trouble like that and fixed it?
