You need a web hosting provider in order to host a forum. Putting "shared web hosting" into a search engine should help you on your way. Note that a decent host will cost you a couple dollars a month, unless you go for free web hosting (possible; not recommended).
Most hosts have Softaculous or Fantastico to allow you to quickly/easily install forum software packages, many of which are free. Note that with IPB, it's not free - you must buy a license.
