error problem after system restore - projectfear22 - 31.03.2019

So it appears either system restore or a cleaning software did some unwanted change that doesn't bother me anywhere but in SAMP (also after that I can't download files in browsers unless I run them as admin but it alright as long as I know a workaround).

The regular game works fine.

But when I run samp

(the DL and the 3.7 client, both)

this appears

I reinstalled the game and samp/s but it didn't help

Change the GTA directory and try removing _ from gta_sa.exe

doesn't do any change

and also removing the _ just makes samp ask where the .exe file is, and unless it has a _ it won't recognize it at all by any other name :/
