So, in one video I found this text.
I want to know how to create one like that.
I seen this on multiple servers.

I just want to know is it kind of GameText or TextDraw.

This is a textdraw you can create two types

Global with tag: Text
Per-Player with tag: PlayerText

Click here and scroll somewhere you can find textdraw informations and search for a Textdraw editor like iPleomax or TDEditor

I wanted to know is this server using some custom GameTexts or TextDraws.

There are only 4 styles in GameText other than those are textdraws.
