Download the zip file and put the files in their appropriate directories, then check your server.cfg and seek for the line "plugins" and add the plugin's name (something.dll) without the extension.

I have in plugins and in server.cfg and it not working

Check your pawno/includes/ directory and look for mapandreas.inc
