what help to you need to you know how to start your own database on localhost?
for example to you know how to use xampp?

make sure your mysql server is up and if you have password make sure you have entred it correctly and check your error log and if nothing helps try to switch "localhost" to "127.0.0.1"

well i hade problem in past like that i just switched the localhost to 127.0.0.1 and its fixxed my problem

and in your server folder it would create a log file check that
