is my server popping up under internet? i know people can play it, but i dont think its under internet since hardly any1 is ever on

You will need to add the server's port as an argument.

You could create a batch file with for example:
Put it in the same directory as announce.exe and run it (the batch file that is).

what do i name the file? whats the extension?

You need a .bat extension so for example announce.bat would do.
