gta_sa stopped working after 3 restarts - Sensation - 22.07.2018

While im restarting my server in game.
After the first restart there is no problem
After the second restart there is no problem
But after the third restart, the game stucks in "The server is restarting" message and game stopped working.

Where is the problem?

Edit: I found the problem. It's reason RemoveBuildingPlayer. But how can i fix it?

Don't remove two times the same building.
