Not sure if it still works but a way to combat it is by storing your maps in an array, creating the objects at 0.0, 0.0, 0.0 and then moving them to the proper positions.

AFAIK moving objects after creating them does not prevent people from stealing them and it will only complicate things for you. I'm unsure if there is a way to actually prevent map ripping.
I suggest not worrying about it.

Can server be blacklisted for map stealing? I mean... there should be a way to punish them...

Also its easy to dispute, people can claim map sold to them and whatnot.
