Use putty to gain access to the terminal.
If you still want a remote desktop interface, just install VNC server from terminal and download VNC client on your computer.

Use SSH and get used to it, and if you need to manage files use WinSCP.
VNC isn't advisable as it's just a waste of bandwidth. Just make some sh files and such.

I simply use PuTTY as it's just SSH... There's no need for special applications.
You could just use the terminal of a linux box to do your SSH as well.

If you are thinking of doing the same RDP connection as of Windows, then Linux VPS dont usually come with any Desktop GUI installed and you need to access it using the SSH terminal and you can do it using some softwares like putty and bitvise(with sftp)

If using MySQL, search for PhpMyAdmin setup and MySQL setup with your OS name at the front.
Your Operating System name is not "Linux", there's multiple different distributions of Linux that are different, so it's something like Ubuntu, CentOS, Debian etc.

You can not connect to Desktop, unless you have a VPS Ubuntu Desktop OS.
Use putty to access VPS in SSH.
If you want to transfer files, WinSCP or FileZilla.

Desktop distribution isn't the only thing that gives you a GUI option. You can install x on a server, and run either the entire desktop via VNC, or you could even just do the apprpriate app on Linux, through a terminal.
