Weird frame limiter glitch - sowad - 26.05.2018

CPU - i5 4200U (Laptop)
GPU - AMD Radeon HD8600M (Mobile GPU)
OS - Windows 10 Professional x64

This is vanilla GTA SA. Same results with SAMP and loading into a server. And no I'm not a retard who doesn't use a screen recorder. The screen recorders don't seem to pick the glitching thingy up.
