I need a command for game masters to do /gmduty and it will trigger a blue marker and blue name change and when the command is submitted again to go off duty..

if you mean a blue checkpoint its not possibole not something like ChangeCheckpointColor(checkpointID, color) but you can make a red one

I think he means a blue icon on the map, i.e. https://sampwiki.blast.hk/wiki/SetPlayerMarkerForPlayer looped for all players.
