Are you referring to that drone-like thing in front of you?
A simple web search led me to a thread here on the forum, someone offered a theory on how to do it. This is, if you're on 0.3DL.

But that server is using 0.3.7-R2

if you've read the solution carefully you would realize that it works on 0.3.7 and even on lower versions probably.

Spawn a remote control helicopter (501) and then use AttachDynamicObjectToVehicle to attach objects to it.
