i cant download any files on 0.3.dl samp servers, like every time i go on a server with custom things, everything is errors and when i end everything is question marks (custom objects) help

Dependant on the server, if it's LS-RP or RC-RP - You must have an account to complete the files/start them.
Try reinstalling your GTA San Andreas and making sure 0.3dl is the only one.

Documents > GTA SA User Files > SAMP > Cache.
If it has any folders, delete all of em. And then reload thm ingame.
If it's still a problem, reinstall GTA SA (Could be your models)
