Is it possible to export the GTA V (or GTA IV) mission marker to an object?

Everything else is just a f'kin (skins, objects, vehicles, etc ...) too, dude. It still originates from GTA V.

Even make something unique you know, like maybe a finger, pointing down to the point, with a massive neon sign on it saying 'LOOK HERE!'.

Yes it is possible, you need to create a flat model with a transparent texture & add it as a pickup so it follows your camera angle.
