He is not using a VPS, he is using Ultra-h.
By Default Ultra-h allows max. 10Mb to import but you can request them to increase the import filesize limit.
But if you are using free services of Ultra-h, they won't accept your request.

Try to contact the Ultra-Host by providing a ticket i did the same months ago when i was trying to upload a large SQL file and they told me they will do it so yeah they did it manually and my test server was working fine. Otherwise if you dont trust them i recommend you to buy a VPS from OVH and setup your own SA:MP server.
