You go to your GTA:SA folder
Start SA:MP debug.
Click lauch debug.
use /vsel to get a vehicle, scroll using Switch and Space and use Enter to get the vehicle
Go to the new arrest point you want...
Use /save Position one
Go to your Documents >> Gta San Andreas User Files >> SA:MP >> locations.txt
Copy the coords from the txt file, and paste them where you want....

If that was complicated just give us the coords and we'll import it for you.
