Please I need help. Can anybody guide me as to how to setup a server on VPS?
I need full tutorial. Nobody has ever made a tutorial on this so step by step help would be appreciated.

OpenStack KVM
2 vCore(s)
2.4 GHz
8 GB RAM
40 GB SSD
Local RAID 10
And, how good are these specs? What number of slots can these easily support?

They are alright, it all depends on your script. As for the tutorials, g00gle has plenty of them how to setup a VPS for SAMP.

8gb ram is very good for a SA-MP server
