Or buy a cheap VPS, SA-MP doesn't require alot of power, and run a 1000 slot server for 1 dollar per month instead of 20-30 dollars like most hostings ask for this, and make as many SQL databases as you wish.

Really dude, just buy a VPS. You have full control and actually learn something useful instead of relying on other people that are probably dumber than yourself to manage your server.

There are virtual servers for as low as 5$ for quarter a year if I am not wrong. (256 MB ram)
You don't need much more than that if you only host a samp server (without MySQL)
