You should check game files. Are you using modloader of you have put mods right into gta3 file? If yes (using modloader) check for each file and turn it off ingame.

I've added files to the gta3. modloader I use for sound effects and that's it.

Just re-install GTA:SA with a clean version and the problem will be solved. It looks like you replaced the whole graphic textures for the game and i believe you changed the flare light textures.

This is clearly a modification of the particle game files. This has nothing to do with SA:MP, and as I quote the moderators: You may not discuss other modifications for Grand Theft Auto: San Andreas within our forums, this is a scripting forum.
