Extreme missions and mini-missions have this sort of races since years, one with those type of vehicle changes.
And if you are talking about those stunt type races with loops and things then New Dawn has them.

It's easy to be created it looks like the MTA (eDM / DD) maps and gamemodes. It's just a lot of work and experienced scripters. And ofcourse an experienced staff to manage the current server.
