why do u always answer lame answers , no u cant run the server while pc is off, u need the server window open and for it to be open the pc needs to be on

The server cannot run when the computer is off, just like you can't use your mobile phone if it's switched off

Yould always buy you own server and run it in your office if you dont want your Comp overhesting. Virtual Servers al the way ;P WOOO
