Hello! How can I put a wallpaper on the game as in this picture?

You just can't. But you can read this TextDraw Sprites which will allow you to use the backgrounds of GTA:SA loading in SinglePlayer. Also you can use the camera interpolate function, but it won't give you that wallpaper sensation.

Custom txd file then used as a textdraw.
