First I'd check is whether the wifi network is identified as Public, or Private, as that can stop a shitload of things working.

Second, I'd say not to use wifi as it simply gives trouble on everything.

Okay, listen my net works fine, i've tried CSGO and L4D2 and GMOD and they works fine on the multiplayer mode. but this shit happens in samp only.

I've re-installed the game, and the same shit is happening. it won't work

I'd still check the network setting.

With those other games they're likely to be recognized by windows, where-as SA-MP more likely isn't. Same reason that Anti-Virus picks up SA-MP sometimes.

Another one could be try running SA-MP as admin.

Are you sure your samp version and servers you're trying to join's version matches?

That's something with your WIFI settings then. Firewall?
