Texture Studio || Not working - RomaNScripteR - 25.07.2017

Hey I downloaded this Texture Studio and started server.exe, it loaded bare.amx and 2 filterscripts but....
When I go in server in my IP, the command don't works, i Do /thelp - > don't works, I do any other commands - > not working. Tell me hoe to fix it please I really wanna make some maps in-game.
(( I replied on that topic but no one helps ); ))
