Your VPS providor should've send you instructions to connect to your VPS.

A VPS is just a virtual computer. You're supposed to have the know-how to set it up yourself. It's no different from installing and managing an operating system on a physical computer.

WinSCP is a good thing to get used to as well, that'll allow you to upload your files over SSH.

There's multiple tutorials about installing SAMP on linux servers around. You obviously didn't search. One of which is on the wiki.
