Hi, I would like to know what is more important or what consumes more on a SAMP server (to buy one), GHz processor or RAM.

And if u know one that can prevent DDoS that would be nice.

I would go for a server at OVH. They offer reliable DDoS protection for a reliable price. You should go for processing power when it comes to SA-MP hosting. You can host a server with approximately 30-40 players connected on the entry VPS server.
