Hello Guys i have a doubt. which is the best Control Panel(probably Free) that i can install easily on my VPS?

Do you mean game control panel? if so:

Open Game Panel is the best free control panel, but unfortunately (as far as I know) it works in Linux VPSs only.

This supports multiple games and it's one of the most stable game control panels.

If you need a control panel for a VPS, there's usually an option in SolusVM or Virtualizor that allows you to auto-install a control panel of your choice.

Thanks for help. so, if Open Game Panel works only on Linux VPS, and what if i buy a Windows VPS? is there any good Panel for that? Thanks

well why would you need a control panel for a windows VPS? I mean it's easy to run samp servers with windows, it's also easy with Linux, but some find it hard idk why. Game control panel is only useful for hosting companies.
