Well, see the dark spots like things around every object? This happens with every enb I install and it's a great reduce in fps and somehow it activates the Motion blur too. The enb which I used before weren't supposed to produce this type of effect. And now I thought to use them again and I see this with every enb. Yes I tried re-installing gta sa + samp and the windows is 7 a fresh install just did 2 weeks ago.

Your GPU is clearly the problem here. 2 old.

No it isn't the problem. With this same gpu I ran the same enb before. The problem is that
BLACK AREA NEAR OBJECTS AND MOTION BLUR. Even the motion blur is off in enb.

It isn't a gpu problem. It's the same one which I used before with this enb. Btw temps are 40 while normal and near 60-65 while gaming. So it isn't a problem. There's another problem

some enbs (if I remember correctly ) has an option to turn off shadows. Try it

Comparing your specifications and the picture above it'll (of course) ruin your FPS. Try disabling the useless features that just eat the FPS through the ENB configuration ini. Moreover you can do it more easily rather than edit the whole thing, search for ENB for low PC specs.
