Well, the problem starts when I installed Win10 after it I am not able to hear any streaming's sound, talking about PlayAudioStreamForPlayer, Yes the radio volume is full and I tried reinstalling gta sa and samp. I can see the link which is being streamed. The audio link is working and it used to work when I had win 7 . Any fix?

I use streaming on win10 and don't hit any problems.

Got anti-virus? Disable it to test.

Network proxy settings still set to "Automatically detect settings"? Disable that.

Also try running SAMP as admin.
