I read what you wrote, the last parameter has no function in the game, I do not know why, probably Kalcor not well tested..
I've tested this in several ways, but does not work.

It does work,i've literally test it with both CreateVehicle / https://sampwiki.blast.hk/wiki/AddStaticVehicleEx and it they both work make sure you at least press the horn 2-4 times.

Try placing CreateVehicle(...); Under Gamemodeint/filterscriptint. it's working fine for me.
