Massive Time-out's on server (0.3.7) - Disaster97 - 15.12.2016

Hello world!)
On my server very often players disconnect with Time-Out reason. (About 5-6 times a day).
I don't see this problem on other 0.3.7 servers. Please advise me what can i do?

Just go to server.cfg and add
cookielogging 1
conncookies 1

Warning: Minimum time between new connections (5000) exceeded for 212.13.10.224:52779. Ignoring the request.

It means that you have minconnectiontime in server.cfg. Maybe thats why people slowly reconnect?
