BlazingFast.io Windows VPS not letting Streamer load - oSAINTo - 09.12.2016

So. I'm using a Windows VPS from BlazingFast.io and for the gamemode I'm running, I NEED Streamer. I've looked and looked for the answer, I've installed the redists, updated my plugins and such, etc. I can't figure it out. Anyone else ever use this service and have the same trouble I am?
