Check the server_log.txt file, that should tell you what's wrong.

Set anticheat to 0 in server.cfg.

In what way? Did you add 127.0.0.1 to the Favourites list and does it show up?

Check any firewalls you have allow samp-server.exe and announce.exe through them.
