I get this error Can't find 800 x 600 x 32 video mode when I open samp
Windows 8.1

It's probably your screen resolution's problem. Maybe something screwed up.
1. Re-install GTA:SA and SA:MP
2. Run it in Compatibility mode "Windows SP3"
3. Hope it works.

Reinstalled it for the 5-6 time and now it works
