Yes, they are sprites. Look them up.

GTA3.img -> weapontexturename.txd -> weapontexturenameicon

I don't know if you can use it.
But if you just want the fist, then look at "hud:fist" on hud.txd

@RoboN1X: As i know we can't use gta3.img images. But I saw them in a server as an object..

I asked a similar question here. They are indeed not present as sprites (except for the hand). I haven't found a practical solution myself. So currently it is not really possible (unless you want to simulate it with a converter).
I know these icons are installed on the OS as an actual font. So being able to use that font in sa-mp would be nice.
