Help system /newb - hoanduy - 05.10.2016

I want to make the /newb used only new member; when /newb newb it sends him to the helper helper and informed that "(player name) has submitted a question, use /viewquestion to see the question" and when to use helper /viewquestion will appear questions the member, and the Helper user /accelptques [playerid] [text], it will appear and answer questions such as command /newb normal.
