My suggestion is make a avatar creator system instead of using skins. Like what you would see in an MMO. So when you join a server you first have to make your character by changing things like eye color, jaw line, hair, size , weight, etc

Not possible, dude.
The MC only has one virtual skeleton and one skin.
The skeleton is made of the following bones (source is Wiki):

• Spine
• Head
• Left upper arm
• Right upper arm
• Left hand
• Right hand
• Left thigh
• Right thigh
• Left foot
• Right foot
• Right calf
• Left calf
• Left forearm
• Right forearm
• Left clavicle (shoulder)
• Right clavicle (shoulder)
• Neck
• Jaw

It is impossible to add more bones, because you would have to mess with original game's files.
Further more, skins are also made out of one piece each (one ID per skin).
You can't combine them.

That's aint MTA, son. This is SA-MP. Such thing would only be done in MTA, and I guess there is.
